On June 22, for the second year in a row, QAI invited our clients, partners and staff together for another informative, educational and entertaining User Conference. For those of you who missed this year’s conference, it was a great opportunity to learn the latest document management technologies and to network with our peers, our staff and our partners.
First and foremost, we would like to extend our gratitude to our clients and partners who were involved in making this annual event a huge success. On average, Fish and Richardson (F&R) files more than 4,000 patent applications each year. Of these applications, F&R obtains more than 1,500 patents each year. Not surprisingly, F&R handles massive amounts of print documentation related to all aspects of the patent application process.
The process used by F&R to manage its paper documentation required much time and effort. When print documentation arrived at F&R via mail or fax, F&R’s support staff needed to manually review and route the paperwork to the appropriate staff members. Often, multiple copies had to be made and distributed to the appropriate lawyers and other personnel. This process added an extra day or two to the distribution process. In addition, when an email arrived, it needed to be routed to the appropriate staff and there was no way to easily access and sort through all emails.
To facilitate the exchange of information among offices and streamline procedures, F&R sought to better manage its incoming volumes of print documentation by switching to an electronic system for content and document management. F&R worked with a few systems integrators to develop a solution, and had created an interface for their system. However, the firm found that it was in need of a higher level of customized support, and decided to partner with a new solutions provider.

Much of the required technology exits today. But according to a 2005 RAND Corporation study cited in the September 14, 2005 issue of “Health Affairs,” only about 20 to 25 percent of hospitals and 15 to 20 percent of physician offices have adopted any type of patient information system, and those systems are generally limited in their ability to share information with other providers.

The Food and Drug Administration contracted with QAI to manage the FDA/CDRH conversion project. This project consists of pickup and delivery, document preparation, scanning, indexing, PDF conversion, CD/DVD mastering and storage of pre-market approval and legacy submissions. Each submission ranges from 8,000-15,000 pages totaling approximately 5,000,000 pages per year. Once the document conversion process is completed, the images and metadata will be quality checked and then delivered for upload into the Oracle-based Electronic Document Management System (EDMS).

The Anne Arundel County Government recently awarded QAI with a contract to provide an effective and rapid approach to their existing and on-going document management requirements. Details of the contract include converting approximately 975,000 hardcopy images to digital format (TIFF) and to PDF “Searchable” format using OCR technology.
